Armenian Government approves official list of High-Tech professions eligible for state support and tax benefits
The Government of Armenia adopted Resolution No. 353-N on March 27, 2025, which defines the list of professional jobs in the high-tech sector; the resolution takes effect the day after its official publication and applies to legal relations arising after January 1, 2025, and, with respect to Article 123, Part 2, Clause 2, and the second paragraph of the same part of the Tax Code of the Republic of Armenia, also applies to relations arising after January 1, 2024.
Why it matters:
The list defines which roles qualify as “professional work” for the purpose of receiving state support and tax incentives in the high-tech sector.
Key State Support Measures for Employers:
Applicable to entities operating in approved high-tech sectors:
1. Income tax refund for:
- Labor migrants performing qualified professional work (for income received until December 31, 2025) (60% refund)
- New hires for up to 3 calendar years from their first professional role in the list (60% refund)
- Reskilled employees who now perform listed professional work (50% refund)
2. From January 1, 2026:
- 60% refund of income tax paid on salaries of labor migrants in professional roles
3. Cap on support:
- Total support per reporting period cannot exceed 50% of the total income tax calculated on all employees
Tax Benefits for Resident Profit Taxpayers:
1. 200% deduction from gross income for salaries and equivalent payments of:
- Personnel engaged in professional work as defined by the officially approved list of specializations
- R&D personnel in scientific or experimental research meeting government-defined criteria with positive expert committee opinion
2. Reduced income tax rate of 10% (instead of 20%)
- For salaries paid to R&D professionals engaged in approved activities (including internal R&D)
