Badasyan Consulting LLC Plays a Central Role in Digital Transformation of Armenia’s Judicial System

Badasyan Consulting LLC is proud to have contributed as a key advisor to the World Bank and the Government of the Republic of Armenia in the implementation of the Electronic Platform for Unified Court Administration and Case Management System under the landmark Armenia: Public Sector Modernization to Strengthen Transparency, Accountability and Access project.
This important initiative marks a major step toward the modernization and digital transformation of Armenia’s judicial system through the development of UNICOURT — a universal unified electronic justice platform designed to enhance efficiency, transparency, and access to justice.
The project brought together a distinguished multidisciplinary team, with Daniam LLC acting as lead advisor, Badasyan Consulting LLC serving as legal consultant, Helmes (Estonia) contributing international best practices, and Equity Law Partners advising on cross-border legal aspects.
Our firm was entrusted with coordinating and delivering legal, regulatory, and strategic input throughout the project.
Roustam Badasyan, Managing Partner, served as Project Manager, overseeing implementation and stakeholder engagement at the highest level.
Senior Lawyer Marianna Grigoryan led coordination across legal, technical, and operational workstreams, helping ensure the successful delivery of the project’s objectives.
UNICOURT is envisioned as a centralized digital framework capable of integrating court systems into unified architecture, streamlining court administration, enabling interoperability with state platforms, and delivering modern user-oriented judicial services. Importantly, the system is expected to incorporate all existing judicial administration platforms as separate modules, thereby replacing the currently fragmented information and communication technology infrastructure within Armenia’s justice sector with a unified, coherent, and interoperable digital ecosystem.
Among its innovative features are:
  • equitable case allocation mechanisms that consider judicial workload and case complexity
  • semantic and advanced search tools
  • reusable document templates
  • secure centralized data management
  • Single Sign-On (SSO) integration across system services
In the long term, the platform is expected to improve the speed and accuracy of case processing, support data-driven decision-making, strengthen transparency, and foster greater public trust in judicial institutions.
